IPAC Prague Summit 2023 Communique

Over the past two days, IPAC legislators gathered at the Czech Chamber of Deputies and Senate in Prague to discuss democratic strategies in response to the multiple challenges posed by the Chinese Communist Party to the international rules-based order, global peace and stability, and freedom and democracy.  

IPAC’s Third Annual Summit was hosted by Czech co-chairs Rep. Eva Decroix and Sen. Pavel Fischer. The gathering was welcomed by addresses from Czech Speaker of the Chamber of Deputies Marketa Pekarova Adamova, Czech Foreign Minister Jan Lipavsky and Taiwan Foreign Minister Joseph Wu.

IPAC’s strength lies in its cross-party membership across a rapidly growing number of countries. Over fifty legislators from over twenty-five countries, representing five continents, partook in the proceedings. This is reflective of members’ shared agreement that the challenges posed by the People’s Republic of China domestic repression and geopolitical aggression supersede democratic party divisions and national borders.

IPAC was particularly pleased to officially welcome three more countries into the network:

  • Philippines with co-chairs Ian Amatong MP and Senator Loren Legarda
  • Kenya with co-chairs Paul Katana MP and Joash Nyamoko MP
  • Paraguay – IPAC’s first Latin-American legislature – with co-chairs Senator Eduardo Nakayala and Senator Gustavo Leite

During the Summit, legislators welcomed statements by activists and researchers representing particular issues tied to the PRC’s policies:

  • On domestic repression: Finn Lau (Hong Kong Liberty), Rahima Mahmut (World Uyghur Congress), Deputy Speaker Dolma Tsering (Tibetan Parliament in Exile)
  • On transnational repression: Grace Meng, Vicky Xu (ASPI)
  • On China’s support for Russia’s war of aggression: Andrew Small (German Marshall Fund)
  • On Beijing’s treatment of North Korean dissidents: Rep Seong-ho JI (South Korea)
  • On possible Taiwan scenarios: Lt General (Rt) Ting-Sheng LI (Institute for National Defense and Security Research, Taiwan)
