Statement on the Sentencing of Jimmy Lai

The Inter-Parliamentary Alliance on China (IPAC) condemns in the strongest terms the politically motivated and inhumane sentencing of Jimmy Lai, following a trial that has come to symbolise the dismantling of Hong Kong’s freedoms.
This moment did not arise in isolation. It has been made possible by the sustained failure of the international community to enforce the Sino-British Joint Declaration, a binding international treaty registered at the United Nations. As Beijing dismantled Hong Kong’s autonomy, free press and rule of law, governments spoke out, but failed to act.
The imposition of a 20-year sentence on a 78-year-old publisher for peaceful political expression is not justice. It is punishment for dissent, enabled by impunity.
IPAC calls on democratic governments to respond accordingly through coordinated diplomatic pressure, and accountability.
Jimmy Lai’s persecution serves as irrefutable proof that Hong Kong’s legal system answers to Beijing, and must not be afforded any status to distinguish it from China. The response of governments to this outrage will serve as a test, not only of their commitment to fundamental rights and values, but also of whether serious treaty violations should carry consequences.
We express our profound sympathies with the family of Jimmy Lai, and recommit our network to fighting for his release, together with the many political prisoners incarcerated in Hong Kong.
針對黎智英遭判處具政治動機且不人道的刑期,對中政策跨國議會聯盟(IPAC)予以最強烈譴責。這場審判,已成為香港自由與法治崩壞的象徵。
此一惡果絕非偶然,而是國際社會長期未能捍衛《中英聯合聲明》所致;這份聲明是一份已在聯合國登記、具約束力的國際條約。當北京逐步瓦解香港的自治、新聞自由與法治時,各國政府雖有發聲,卻止於空談,未有實質行動。
一位年屆 78 歲的出版人,僅因和平表達政治訴求便遭判處 [填入刑期],這絕非公義的體現,而是在當權者有恃無恐、權力失衡下,對異見人士的政治報復。
IPAC 呼籲民主國家政府採取協調一致的外交施壓,啟動問責機制,作出應有回應。
黎智英遭受的政治迫害鐵證如山,證明香港司法制度已完全聽命於北京;國際社會不應再將香港與中國區別對待,或給予其任何特殊地位。各國政府如何回應此一暴行,不僅考驗其堅守基本人權價值的決心,更檢驗了嚴重違反國際條約者是否需承擔後果。
